That being said, that current plan doesn fix how truly terrible this airport is. Terminal 3 was supposed to replace terminal 1 and actually looked very nice when it was first built, but was left vacant because of corruption cases and red tape. By the time it finally opened, it was already outdated and only served 2 or 3 airlines.
